If freedom was to disapear from revolutionary vocabulary, then the need for the gravest of all political debates, the disscusion of war with the justifiable use of violence would, in theory, not exsist. Conquest, expansion, defense of vested interests, conservation of power in view of the rise of new and threating powers, or support of given power equilibrium -- all these well known realities of power politics were not only acutally the causes of the outbreak of most wars in history, they were also recognized as "necessities", that is, as legitimated motives to invoke decisions by arms. The notion that aggression is a crime and that wars can be justifed only if the ward off aggression of prevent it, acquired its practical and eve theoretical significance only after the first World War had demonstrated the horribly destructive potential of warfare under conditions of modern technology. The seeds of total war developed as early as the first world war, when distinction between soliders and civilians was no longer respected because it was inconsistient with the new weapons then used. Since the relationshiop between state and army is second is not a noticed onlty until history reveled its first world war, and no government, or state of governmentis expected to survive defeat in war. This developement could be traced back to the Franco-Prussian war, followed by a change from the Second Empire to the thrid Republic in France; and the Russian Revolution of 1905, following upon defeat in the Russo-Japanese war, certainly an ominus sign of what lay in store. If there is a loss of authority in the powers that be or whether no state and no government, no matter how well established and trusted by its citizens, could withstand the unparalled terror of violence unleashed by modern warfare upon the whole population.
